Israel (Izzy) Tapoohi was named CEO of Birthright Israel’s fundraising arm. He will succeed David Fisher, who announced earlier this year that he plans to step down.

Mr. Tapoohi joins the foundation from Israel Bonds (Development Corporation for Israel), where he has been CEO since 2011. Under his leadership, the organization made more than $5 billion in U.S. sales. He previously served on the boards of Africa-Israel Investments and Bezeq, a telecommunications group in Israel. He will start his new position on December 1.

The Birthright Israel Foundation ranked at No. 331 in The Chronicle’s latest Philanthropy 400, which lists the charities that raise the most money from private sources. In 2015, the organization raised $84.3 million. The foundation supports Birthright Israel’s efforts to provide free trips to Israel for young Jewish adults.

Astellas USA Foundation

Moyra Knight, senior director of employee and corporate communications at Astellas Pharma U.S., a Japanese pharmaceutical company, will serve as president of its nonprofit arm.

Girl Talk

Megan Rock, senior vice president for partnership marketing at the Weather Company, will be executive director.

Global Health Council

Loyce Pace, executive adviser for programs and policy at Livestrong Foundation, has been named executive director.

Grades of Green

Susan Warshaw, executive director of the Manhattan Beach Education Foundation, will be executive director.

Israel Cancer Research Fund, Los Angeles chapter

Heath Blumstein, former vice president for strategic philanthropy at the Jewish Federation Valley Alliance, in Woodland Hills, Calif., will be executive director.

League of California Cities

Carolyn Coleman, senior executive and director of federal advocacy at the National League of Cities, was appointed executive director.

Other notable appointments

Kara Carlisle, director of New Mexico programs at the W.K. Kellogg Foundation, in Battle Creek, Mich., will be vice president for programs at the McKnight Foundation.

Betsy Kinsley was appointed vice president for development and stewardship at Coastal Community Foundation. She is director of the foundation and community engagement at Incline Village Community Hospital Foundation, Lake Tahoe.

Monica Pressley will be chief financial officer at the Evelyn and Walter Haas, Jr. Fund. She held a similar position at the San Francisco Foundation.

Lauren Stakias, the director of exhibition and program funding at the Museum of Modern Art, in New York, was appointed director of institutional advancement at the Morgan Library & Museum. She was included in The Chronicle’s 40 Under 40 list.

Departures

Frank McGree, CEO of Goodwill Omaha, will resign and take early retirement, following an investigation by the Omaha World-Herald into the chapter’s executive compensation practices.

Richard Ortner, who served as president of the Boston Conservatory for 19 years, plans to retire in June. During his tenure, he oversaw the conservatory’s merger with Berklee College of Music, which established the Boston Conservatory at Berklee earlier this year. He will remain as a senior adviser to the conservatory.

Allison Plyer, executive director and chief demographer at the Data Center, a resource for data on southeast Louisiana, will step down in June.

Legacy

Stephen Mark Dobbs, former chief executive of Marin Community Foundation, died on October 25. He was 73.
