Many nonprofits do not have a personnel department or dedicated human-resources staff, so responsibility for managing personnel issues often falls on executive directors, managers, or staff who fill other roles in the organization.
Even among organizations with workers dedicated to human resources, only a little more than a third have a written human-resources strategy, according to a 2014 survey of HR staff members at 260 nonprofits.
